President Weiss called the Special September 30, 2009 Meeting of the Constantine Village Council to order at 6:00PM at the Village Hall.

ROLL CALL
Present at Roll Call: Trustees Brown, Brewer, Harder, LaFluer, Mathers, Moore and President Weiss. Also present: Manager Honeysett, Treasurer Strawser, Administrative Assistant Lammott and Clerk Strawser.

APPROVAL OF AGENDA
Motion by LaFluer, Seconded by Harder, to approve the agenda as presented. Motion passed by affirmation 7 – 0.

The pledge of allegiance followed Approval of Agenda.

PROPOSED MICHIGAN NATURAL RESOURCES TRUST FUND APPLICATION
Diana Lammott, using a PowerPoint presentation, explained the new Life Trails proposal seeking grant funding from the DNR Trust Fund Grant. The proposed changes to Riverview Park would include: ten (10) LifeStations, a Born Learning Trail, a pavilion with picnic tables and trash cans, conversion of the skateboard area to a full basketball court, new handicapped-accessible parking, obligatory lesser changes to the east landscaping and boardwalk. Anticipated project cost is $108,000 with a 30% local match of approximately $23,000, mostly in-kind. The Constantine Parks and Recreation Board, the Riverview Playground Committee, the Constantine Rotary and the Meeks Mill Garden Club have signed participation agreements, including some pledging monetary gifts to the project. Those working on the proposal were praised for their efforts; the project in keeping with the Parks and Recreation Board’s Five Year Plan.

Motion by Mathers, Seconded by LaFluer, to approve Resolution No. 09-02 as presented. Motion passed by Roll Call 7 – 0.

Resolution No. 09 - 02

Resolution seeking LifeTrail 10 Station Grant Funding for Riverview Park from 2009 Michigan Natural Resources Trust Fund (MNRTF).

WHEREAS, the Village of Constantine has identified, in its Parks and Recreation Plan the work toward stated improvements for parks and recreational facilities, and

WHEREAS, the Village desires to improve Riverview Park and is seeking funding assistance from the Michigan Department of Natural Resources in the form of a development grant from the Michigan Natural Resources Trust Fund, and

WHEREAS, the Village does designate Village Manager, Mark Honeysett, as the primary contact person authorized to sign any documents related to this project, and

WHEREAS, the village acknowledges that it will be required to provide a minimumof 25 percent match for all grant funds received through the Michigan natural Resources Trust Fund, and

NOW THEREFORE BE IT RESOLVED That The Constantine Village Council hereby agrees to undertake the state project improvements to Riverview Park if awarded by the Michigan Natural Resources Trust Fund Grant.
